Lee County’s Department of Human & Veteran Services (HVS) is seeking a Human Services Operations Manager who enjoys leading teams, strengthening systems, and ensuring public resources are used responsibly to support our community’s most critical needs.This role blends people leadership, grant stewardship, and operational oversight — all in service of programs that help residents access stability, housing, and essential supports. EXAMPLE OF DUTIES
What You’ll DoProvide oversight and management of federal, state, and local programs and grant funding to ensure compliance with regulations, policies, and budget requirements.Lead and manage staff, including recruitment, performance evaluations, coaching, training, and professional development.Develop, implement, and maintain operational systems, policies, and procedures to support efficient and compliant program delivery.Interpret and apply federal regulations, state laws, and departmental policies.Develop program and grant budgets and oversee staff responsible for grants, contracts, compliance, housing, and data management.Oversee compliance for multiple funding sources, including HOME, CDBG, ESG, CoC, TANF, DCF, Challenge funds, and others.Coordinate and lead audits, monitoring reviews, and corrective action processes.Analyze program data and prepare reports for funders, county leadership, and other stakeholders.Monitor grant agreements and contracts to ensure timely expenditures and adherence to reporting and audit requirements.Coordinate county-initiated amendments to strategic plans and support department goals, objectives, and performance measures.Collaborate with nonprofit organizations and community partners to assess needs and support program development.Prepare and deliver presentations and respond to inquiries from the Board of County Commissioners, county management, government agencies, and the public.Ensure compliance with all county and departmental policies and procedures.Perform other related duties as assigned.
