Land Use Planner / Community Planner
Full-Time On-site Position, Homestead Air Reserve Base, Florida

Marstel-Day, LLC, a premier environmental consulting and planning firm, is seeking a Land Use Planner or Community Planner to support Homestead Air Reserve Based (HARB), Florida. The position is on-site at HARB with the potential for remote/telecommute work on occasion. The Planner will engage with local, regional, state, and national representatives from public, private, and non-profit sectors to promote partnerships, compatible land use efforts, and other plans supporting long-term sustainment and military readiness for the base.
The Planner will support compatible land use initiatives in areas surrounding the installation that support military readiness and mission sustainment, while also supporting regional conservation initiatives. This may include formulating or reviewing land use or similar plans, communications, stakeholder engagement, conservation partnering, outreach, record keeping, monitoring local developments and zoning, legislative monitoring, preparing grant applications, and helping to coordinate internal and external interactions. The Planner will also support engagement and partnership development among military installations, state and local governments, and private conservation organizations to craft conservation and resilience solutions in the regions surrounding the installation. These partnerships will promote compatible land uses, protect and preserve important habitats, and support and enhance regional resilience.
The primary duties of the position include:
· Provide program support for land use planning and compatibility, communications, outreach and engagement planning, community planning, media monitoring, regional conservation planning, military mission, and development of planning tools and studies.
· Provide research for land use compatibility factors such as noise, incompatible development, natural factors and climate effects, and military operations.
· Conduct analysis and write reports, land use plans, studies, information papers, and briefs.
· Develop correspondence and executive assessments for legislative and/or regulatory issues pertaining to land use, zoning, and regional conservation planning.
· Develop communication and outreach materials for land use planning and/or partnership efforts.
· Support engagement with key community and conservation partners to identify and execute shared opportunities to advance resilience and compatible land use.
· Develop and maintain a contacts database of local, regional, and state decision-makers and stakeholders, cultivating effective stakeholder working relationships.
· Assist with internal staff coordination for engagement with key stakeholders.
· Occasional travel (<10%) to other locations in Florida.
· Other duties as assigned.
Qualification Requirements:
· A bachelor's degree in Planning or related field (e.g., Urban and Regional Planning, Urban Policy, Land Use Planning, Sustainability, Public Policy, Public Administration, Environmental Management) and/or a significant combination of related work experience and specialized training equivalents.
· Minimum of three years’ experience in urban/community planning or related field.
· Excellent oral and written communications skills, including the demonstrated ability to prepare excellent, detailed, concise, and effective studies, memoranda, briefing slides and other decision-making materials.
· Competency in the use of Microsoft Word®, Excel®, Outlook®, and PowerPoint®.
· Experience working with city/county external stakeholders is a plus.
· Working knowledge of local government planning processes, land use, zoning, and/or land use compatibility challenges is a plus.
· American Institute of Certified Planners (AICP) Certification is a plus.
Position Location and Security Requirements:
· The position will be located on-site at HARB, Florida (South of Miami/Dade County Area), with the potential to occasionally work remotely/telecommute.
· The applicant must be a United States citizen.
· The applicant must be eligible to work in the United States (a DHS Form I-9 must be completed and submitted to DHS for verification through federal E-Verify system).
· The applicant(s) will be required to submit to a criminal background check as a condition of any final offer of employment. Benefits:
The general salary range for this position is approximately $70,000 to $105,000 per year depending on an applicant’s overall education, experience, and other qualifications. Possible relocation assistance if needed. Essential Functions Description:
The Candidate will normally work in an indoor, climate-controlled workstation or office, but will occasionally travel to various other sites and/or offices which may not be climate controlled. The Candidate will be required to make regular use of and be proficient with computers, telephones, mobile communication devices, copy machines and printers.
