Job Description:
The primary function of this position is to receive, document, and investigate violations of the Monroe County Code, Standard Building Code, and State and Federal Regulations. Coordinates activities and/or works with other local State and Federal agencies on special projects. Attends education programs or classes to attain certifications. Serves as a resource and provides information relating to unlicensed contractor activities and/or violations of County regulations to property owners, residents, businesses, the public, and other County departments and divisions.
ESSENTIAL JOB FUNCTIONS

Investigates, validates, researches, and cites violations of County ordinances, State and Federal Regulations, inter-local agreements or codes and regulations.

Prepares and presents cases before the Contractors Examining Board or other legal proceedings.

Performs communication and dissemination of codes to public and other agencies both verbally and in writing.

Travels as required throughout area of responsibility.

Performs proactive and reactive response to complaints and violations.
-
Maintains case files and progression to compliance status.

Performs a variety of field and office work in support of the County's local code compliance criteria; enforces compliance with County regulations and ordinances pertaining to unlicensed and licensed contractor activities and other matters of public concern.

Conducts field investigations, inspects properties for contractor violations, takes photos, places stop work orders, and issues courtesy notices or citations for violations of County Code, Chapter 6.

Provides research and documentation for Contractor Examining Meetings.

Interprets and explains Chapter 6 of the municipal codes and ordinances to members of the general public, contractors, business owners, and other interested groups in the field, over the counter, and on the telephone.

Participates in the development of forms and processes utilized to address various issues.

Assists Law enforcement, DBPR, and the Florida State Attorney Office cases related to Licensed/Unlicensed Contractor activity.

Assists Building Official related to enforcement.

Some weekends are required, as determined by the supervisor or Department Director.

Performs other related job duties as assigned.

In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
QUALIFICATIONS
Education and Experience:
Associate degree or equivalent experience. 3 years minimum of prior construction-related work experience preferred.

PHYSICAL DEMANDS
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:

Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
