Summary Description
This position is responsible for working with the Chief Accountant to track, post audit, and process contractual payment requests relating to construction activities and other complex agreements approved by the Board of County Commissioners (BOCC). Under the direction of the Chief Accountant, the Contract Finance Clerk must be able to read through the contracts executed by the Monroe County Clerk of Circuit Court & Comptroller on behalf of the BOCC and ensure that the provisions of these contracts are adhered to and identify when amendments may be needed or legal interpretation may be necessary.
Tasks
- Maintains payment schedules and files for BOCC-approved contracts.
- Works with Chief Accountant to coordinate and communicate with others regarding identification of problems or conflicts.
- Monitors contracts for accounting and documentation compliance requirements.
- Reviews the use of account coding for transactions involving construction and fixed assets to ensure compliance with Florida’s Uniform Accounting System (UAS).
- Maintains spreadsheets on the status of on-going projects and construction-in-progress to ensure consistency with the BOCC’s approved annual capital plan.
- Works with Chief Accountant to communicate with contractors, project managers, engineering staff, and county budget staff to remedy discrepancies or omissions noted in payments requests.
- Maintains retainage schedules for BOCC-approved projects and verifies the release of retainage is within contract requirements.
- Reviews monthly P-card payment requests to ensure sufficient documentation and timely payment.
- Performs miscellaneous duties and assignments.
Knowledge and Abilities Required
- Maintain effective working relationships with the public, other county departments, and employees/co-workers.
- Ability to learn Florida Administrative Code, Florida Statutes as it relates to public records, purchasing, and payroll, and other accounting applicable accounting functions.
- Ability to work with accounting systems and knowledgeable in using Excel.
- Strong verbal and written communication skills.
- Ability to read and interpret contract.
- Demonstrated ability to work with a high degree of accuracy.
Education and Experience Required
- Background in accounting or related field preferred
- Experience in construction accounting preferred
- Training and/or experience in working with contracts and legal agreements.
License and/or Certificates Required
Discretion
Works under the general supervision and direction of the Chief Accountant and must follow acceptable construction accounting practices and principles.

The Contract Finance Clerk works closely and on a routine basis with the Chief Accountant, the Grants Supervisor, the Accounts Payable Supervisor, other Finance Department staff, and Monroe County’s project managers.
