GENERAL FUNCTIONS:
This is a professional managerial position that administers and supervises all Historic Architectural Review Commission (HARC) programs, as stipulated by the City Charter, including the interpretation of all regulations involving the historic zoning districts and historic properties. Position provides supervision to all staff assigned to the Historic Architectural Review Commission and oversees design reviews and daily contact with the public, professionals, and contractors. Supervises staff and reviews Certificate of Appropriateness for plans submitted through the construction permitting process. Administers the Certified Local Government Agreement and its requirements between the city and the Florida State Historic Preservation Office.
DUTIES/TASKS/JOBS:
Administers and provides all necessary coordination with Federal and State officials for the Certified Local Government Program.
Administers, develops, updates and implements policies of comprehensive preservation planning, ordinances, guidelines, and special regulations affecting historic buildings, sites and districts.
Manages and coordinates short-and-long term planning process and architectural preservation design for city projects proposed within the historic district, including community outreach, analysis, meeting facilitation and design procurement.
Supervises and provides full staff support to the Historical Architectural Review Commission.
Provides staff representation and assistance to redevelopment and related advisory boards and agencies.
Extensive experience working hands-on with architects, engineers, contractors and owners in design strategies, architectural modifications, construction material decay, historic preservation methodologies, and construction technics to fulfill an applicant’s goals while meeting historic architectural preservation regulations.
Administers, interprets and explains HARC regulations and ordinances to customers.
Keeps appropriate records and files on permits and plans for HARC.
Supervises, develops and provides all required reporting pertaining to historic preservation efforts.
REQUIRED KNOWLEDGE/ SKILLS/ ABILITIES/ QUALIFICATIONS:
Strong statistical orientation, with database management experience.
The ability to work independently is essential.
Ability to read and analyze construction, repair, and restoration techniques and methodology pertaining to historic buildings.
Ability to make public presentations, respond to public inquiries and work with property owners, developers and contractors.
Demonstrated ability and experience in supervision.
Knowledge of the requirements for listing in the National Register of Historic Places. Demonstrated ability in the preparation of such nominations.
Bachelor’s degree in Architecture or Design/Architecture required with at least two years of experience in the historic architectural preservation field to include architectural design and modifications, construction materials decay, and construction principles. Masters in Historic Preservation, Regional or Urban planning, preferred.
Must meet professional qualification standards for U.S. National Park Service as well as State of Florida Certified Local Government Program.
Must have two or more years of work-related supervisory experience.
Possess and maintain a valid Florida Operator’s license.

Pay: $80,274.00 - $104,356.00 per year
